The issue that I am having is that I do not have an seplugins folder

Should I just create that folder?

Yes you have to create a seplugins folder. Just follow this guide here--> http://www.teamxlink.co.uk/forum/viewtopic.php?t=39586 and go to step "V Installing the plug-in to your PSP." It covers all you need to know.
