GOT IT!

I'm running Vista X64 Ultimate.

this is what I did-
make sure UAC is OFF see here: http://www.petri.co.il/disable_uac_in_windows_vista.htm

Disable Vista Driver Signing:
Start/Programs/Accessories
Right-click "command prompt" and select "run as administrator"
At the command prompt, type bcdedit /set loadoptions DDISABLE_INTEGRITY_CHECKS
Reboot!

Then download and install XLink.
