1) when the Xbox is connected to the router and turned on, do you see two lights (one solid, the other flashing intermitatly) where you plug the network cable into ...

Ask the "dorm mom" about it. find out who is incharge and see if they can open UDP port 30000. You can also try asking them to activate UPnP if they won't let you open a port to your computer...
